Sen. Roland Burris was newly elected to the Senate for the 111th Congress. The senator was not able to participate in Senate legislation prior to January 2008, and has not been graded on these legislative measures.

It is unfair to penalize members who were not working in Congress when certain Darfur-related legislation was being considered. Members of Congress with incomplete grades still have congressional profiles, ensuring that constituents can track their senator’s action to end the genocide even though they did not receive a grade.
