On April 14, 2005 Rep. Shays cosigned letter to Nigerian President Obasanjo urging him to expand the mandate of the AU in Darfur to conduct civilian protection.
On November 18, 200 he cosigned a letter with 57 other members to President Bush urging him to include at least $50 million for AMIS in its next request for foreign assistance appropriations.
April 13, 2006 Rep. Shays cosigned a letter to Sec. Rice urging the appointment of a special envoy to Sudan.
